The Quay is ruled by Tobias. Only people marked with red stripe, which means they are a murderer, are allowed to live in The Quay. The rest of the island refer to Tobias's followers as Junk Rats.  

Tobias and the Junk Rats terrorize the island prisoners on a daily basis. Everyone outside of The Quay wants to see them all dead.
